The South African legislative framework clearly defines the roles and responsibilities of state agencies in disaster response. However, there is an imperative to shift our focus towards disaster prevention through the strategic planning and design of public infrastructure that can effectively address environmental hazards. This session will set the conference agenda, incorporating valuable inputs from politicians overseeing climate change preparedness and related aspects. This will set the agenda on Integrating Public Infrastructure Design for Climate Change Preparedness and debottlenecking the recovery process after disasters.

DAY 1: AFTERNOON: PLENARY SESSION CONTEXTUALIZING INDABA

This session will anchored by Deputy Minister for Public Works and Infrastructure in South Africa. It will begin with an international benchmarking exercise from Kigali, reflecting on the Rwandan disaster management response framework to highlight key policy and implementation lessons for South Africa. Followed by the Deputy Minister’s perspective on Climate Change and the built environment in South Africa experience, considerations for the future. It will conclude with This will be followed by facilitated discussion in where specific issues will be unpacked in greater detail and suggestions put forward.

South African Built Environment

This high-level Indaba aims to attract between 1000-1500 delegates from all nine provinces including the Presidency, National Ministers, Deputy Ministers, MECs, District and Local Municipality Mayors, Traditional Leaders, Civil Society representatives, key stakeholders, and role-players in the South African Built Environment, DGs, CEOs, SADC counterparts and colleagues.

Thematic Areas to Frame Discussions

  1. Policy, regulations, incentives, and procurement regime that considers emission reduction, climate change resilience and new technologies and innovative design.
  2. Nurturing skilled built environment specialists, and how the academics factor-in climate change as part of the curriculum.
  3. Inclusive empowerment of communities and marginalised groups through the infusion of Indigenous Knowledge Systems into Built Environment practices.
  4. Towards a consolidated sustainability submission from the Built Environment sector to the Presidential Climate Change Commission (PCCC).
